Three-day gathering concludes with a powerful multi-stakeholder conference at Hotel Carlton, Tunis
Tunis, 15 April 2025 – After three days of intense collaboration, knowledge exchange, and strategic planning, the PULSE project (Promoting Unique Learning Strategies in Entrepreneurship) concluded its inaugural in-person meeting in Tunisia with a landmark event: “Strengthening Tunisia’s Entrepreneurial Ecosystem through TVET”. Organized by IMSET, a leading vocational education institution in Tunis, this gathering brought together policymakers, educators, private sector leaders and entrepreneurship advocates to spark dialogue on aligning vocational education with labor market needs in Tunisia and beyond.
The event, held at Hotel Carlton, marked the first public milestone of the Erasmus+ Capacity Building project, co-funded by the European Union, and gathered representatives from all 10 consortium partners across Tunisia, Morocco, Libya, Spain, Greece, and France.






A Platform for Vision and Action
The event opened with a powerful address by Houbeb Rmadi, CEO of Honoris Tunisie-IMSET, setting the tone for a day of meaningful exchange. Keynote contributions included:
- Mohamed Salah Frad, General Manager at United Gulf Financial Services–North Africa (UGFS NA), who shared key insights on investment dynamics and opportunities in the region’s entrepreneurial ecosystem.
- Nesrine Baklouti, National Erasmus+ Office Coordinator in Tunisia, highlighting the importance of EU cooperation in education reform and internationalisation.
- Amira Chaabane, representative of the Organisation Nationale des Entrepreneurs (O.N.E), focusing on the critical role of women in entrepreneurship in Tunisia.
Interactive Roundtables Drove Discussion Around:
- Policy and funding mechanisms for entrepreneurial education
- Mindsets, soft skills, and career readiness among youth
- Innovative training models such as SmartLabs, incubators, and challenge-based learning




Beyond the Event: Setting the Foundation for Systemic Change
The conference capped a successful three-day Kick-Off Meeting and study visit at the IMSET campus, where project partners worked collaboratively to map out the next steps of PULSE. The shared ambition: to bring entrepreneurship into the heart of vocational education across North Africa through cross-border cooperation, curriculum innovation, and sustainable development practices.
This event also served as a platform to introduce the goals of the project to local stakeholders, reinforcing the need for continued partnerships between TVET providers and the private sector to enhance youth employability.
