PULSE Publishes multimedia report on its Study Visit to Bilbao — now available in English, French and Arabic

Bilbao, Spain | June 2026

PULSE releases full multimedia report documenting the Capacity Building Week and Study Visit to Bilbao, Basque Country (20–24 April 2026). The report is freely available for download in three languages and offers an in-depth account of innovative VET and entrepreneurship education methodologies observed during the visit.

The report covers five days of institutional visits, hands-on workshops, and peer exchanges involving 10 partner organisations from Spain, France, Greece, Morocco, Tunisia, and Libya. It is the third in a series of PULSE field reports, following earlier publications from the diagnostic visit in Tunis and the methodological training week in Ben Guerir, Morocco.

Three key takeaways from the visit

  • The Basque regional model as a blueprint. The visit demonstrated how a coherent regional architecture — connecting schools, public agencies, research centres, and the private sector — can produce systemic results in VET-based entrepreneurship education, offering a concrete reference for partner countries.
  • ETHAZI: a transferable methodology. Hands-on workshops on the Basque challenge-based learning methodology confirmed its high potential for adaptation across North African VET centres, making it the central methodological output of the visit.
  • International cooperation and practice-oriented learning in action. The week reinforced that the most effective VET models anchor learning in real challenges — and that cross-border peer exchange is itself a powerful driver of institutional change.
